You will need a tube

Open a new canvas 500 x 350

Flood fill this with a medium colour from the tube-effects-artistic effects-halftone-default setting. Yours may not look exactly like mine if you chose a different colour.

Add a new layer and flood fill this with a darker colour from the tube.

With selection tool on rectangle-draw three long thin rectangles to the left of the canvas and a large one to the right about half way across and down all the way down-then press delete.

Select none and reduce the opacity of the dark layer to 50

Add a new layer and flood fill with the darker colour-layers -arrange-send to the bottom-layers -merge visible

Image-add border -size 5 and colour white.

With magic wand select this border and fill with a gradient to match your tag.

Effects -inner bevel -metallic preset or one of your choice.

Select none.

Copy and paste the tube as a new layer and arrange to the right of the tag.

Layers merge visible then resize as you wish-adjust sharpness -sharpen

Add a new layer for your watermark and text.
