You will need a tube similar to mine
My quote-use as a tube to add to your brushes
My pattern or one of your own

Open a new transparent canvas 500x500
In foreground box of material palette add my pattern -angle 50
repeats 250
Flood fill the canvas with this pattern
Add a new layer
With paintbrush on round 10 setting and colour in foreground palette
on white-paint noughts and crosses on your canvas any size you like
and as many as you like. This will make the background your own.
Effects-distortion effects-ripple-settings as in screen shot.

Effects-image effects-seamless tiling-default setting.
Layers merge visible
Reduce the opacity of the merged layer to 50
Copy and paste the tube as new layer. Arrange to the left of the
canvas.
Add a new layer.
With preset shape tool on rectangle-chose a line style you like I
used the dash dot for mine-width 3. Have a dark colour in the
foreground box and a lighter one in the background box, to match the
background on the canvas.
Draw a rectangle to the right of the tube to almost fill the rest of
the canvas. Reduce this layer opacity
to 50.
Layers merge visible
Open the quote tube -file-export-custom brush-leave the settings
as they are and name the brush as you wish. Click on ok.
Add the colours you would like the quote to be to your material
palette and then look for the
quote brush in your brushes palette.
Add a new layer
Click a few times on the canvas to make the quote show-up more. Add
a drop shadow -settings V and H 1 Opacity 50 Blur 5 and colour
black.
Adjust sharpness -sharpen
If the quote doesn't fill your rectangle make it bigger with the pick
tool.
Make sure all your layers are arranged as you wish then -layers merge
all and flatten
Image- picture frame-edge design 05 or one of your choice.
Image -add border-size 15 in a colour of your choice.
With magic wand select the border. Effects-texture
effects-fur-default setting
Effects-3D drop shadow with settings as before-repeat the drop
shadow but change the horizontal and vertical to -1
Select none
Image -resize 70%.
Add a new layer for your text in a font and colour of your choice.
Add a drop shadow as before.
Layers -merge visible.
Resize again if you wish. I resized mine again by 90%
