Add the shapes to your preset shapes

Open new transparent canvas 350x450

Flood fill this with a colour from your tube.

 The colour I used for the top tag was a medium shade the tag at the bottom I used a darker shade.

In the fill box of the material palette add a contrasting colour from your tube and with preset shape tool set at my shape draw a few of the shapes on the canvas.

Change to black colour and draw a few more shapes as in the screenshot

Duplicate this layer and on the original layer-effects distortion effects-twirl 720

Reduce the opacity of both layers to 50.

Layers-merge visible. Reduce the opacity of the merged layer to 50

Effects-illumination effects-sunburst-default setting.

Copy and paste the lady tube as a new layer onto the canvas. Add a default drop shadow

Effects -illumination effects-lights-default setting.

Layers- merge visible.

Selections -select all.

Click on the edge tube-edit-copy then click on the canvas and edit-paste into selections.

This will leave a small coloured edge around your tag. Layers -merge all and flatten.

If you would rather just have the white around the tag crop off the coloured border.

If you want a frame or a deeper border then it would look good to have one to match the tube.

 I selected part of the skirt as a pattern for the frame in my second version of the tag and also a deeper colour for the background when I first flood filled the canvas.

Resize as you wish and add a new layer for your text.
