You will need my tubes here

Open a new transparent image 500x 350

Open the tubes

Click on canvas and -selections-select all.

Click on background tube (the one with the baubles) and edit-copy-edit paste into selection

Selections-select none

Duplicate the layer and -image-mirror-reduce the opacity of this layer to 50

Copy and paste the face tube onto the canvas resize to fit as you like. Adjust-colour I used red 5 -green 5 and blue minus-15

but you can have what ever settings you like for the colour you want

Add a new layer and flood fill with a colour from one of the baubles in the background tube.

Layers -new mask layer-from image-look for partyonmasktube-check source luminance and tick invert mask data

Right click on mask layer and delete-click on yes when box comes up

Now go to the group raster layer and right click-merge-merge group

Layers -arrange-move down. Change the opacity of this layer to 60%

Image -add border-size 2 -colour-black

Resize as you wish then add a new layer for your text.
