You will need a tube similar to mine
Open a new transparent canvas 400x 400 and flood fill with a
gradient to match your tube. It is best to use a plain gradient with
the setting on linear and angle and repeats on 0
Copy and paste the tube as new layer
Effects-reflection effects-feedback. Settings-opacity and intensity
100. Horizontal -21(minus)verical-23(minus) and the elliptical
unchecked.
Effects-image effects-seamless tiling-default setting
Layers -merge visible
Repeat the reflection feedback with the same setting as before
Adjust -blur-radial blur-setting as in the screenshot

Copy and paste the tube as a new layer
Effects-reflection effects-rotating mirror-settings-horizontal minus
-50-vertical 0-rotation angle 315 and edge mode reflect
Change the blend of this layer to soft light
Copy and paste the tube again and arrange as you wish oh the tag-I
wanted mine to look like it was being reflected.
Add a drop shadow to this layer if you like. I used the default
setting but changed the horizontal and vertical to 4
layers -merge visible
Resize as you wish--I resized by 85%
If you want to make the tag clearer-adjust-brightness and
contrast-clarify by any amount you think is best--I used 4
Add a new layer for your text and a border or frame of your choice.
I used the one in PSP- Photo edge 03 then added a border -size 4 to
match the tag
