You will need my tubes
here or some of your
own
Your sea background should be about 500wx 300h pixels-mine is about
that.
With selection tool on the setting in the screen shot draw a
rectangle on the picture as I have shown in the screenshot-this will
feather the outside of the picture

Selection-invert-delete. Select none.
Copy and paste the eyes as new layer onto your background picture
and arrange as you wish.
Reduce the opacity of both layers to 70%
Add a new layer and flood fill with a dark colour of your choice-I
used #696986
Layer arrange -send to the bottom-effects-texture-blinds-setting as
in the screenshot

Click on the eyes quote and file-export t-custom brush-name the
brush what you like and click ok.
With black in the foreground box of the material palette look for
the brush you have just exported by clicking on your paintbrush and
looking in the menu
Add a new layer-make sure it is at the top of the layer palette and
click once with the paintbrush on size 315
Arrange the layers as you wish then layers merge all and flatten
Selections -select all. Selections- modify-select selection borders
-size 30-inside with anti-alias checked
Effects-3d-dropshadow on default setting. Repeat the drop shadow but
change the horizontal and vertical to minus-10
Effects -texture-blinds-same as before but un tick the horizontal
Select none
Image-add border-size 20 in a colour to match the tag
Select this border with your magic wand.
Effects-reflection effects-kaleidoscope with the settings in the
screenshot.

Effects -3d effects-inner bevel of your choice-I used the one in the
screenshot.

Resize the tag at this stage if you wish and then
Image -add border-size 2 -colour black
Adjust-sharpness-high pass sharpness-default setting.
Add a new layer for any text you may wish to add and that's the
tutorial finished.
