You will need my tubes here

Open a new transparent canvas 500 x 500

Copy and paste the tube as a new layer onto the canvas

Layer -duplicate-work on the non copied layer

Effects-reflection effects-pattern-default setting

Effects-art media effects-brush strokes-default setting.

Carefully move this patterned layer so that it covers about 2 thirds of the canvas to the right-make sure there are no bits of the transparent canvas showing at the top and the bottom

Hide your top tube layer and work on the patterned layer.

With eraser tool chose a shape suitable to use as an edging-I used the rounded flower with these settings

You need to take some time with the next bit to get it right

Click in the left hand top corner of the patterned area once with the eraser tool-with shift key held down click in the right corner with the shape level.

Still holding down the shift key-click in the right bottom corner and then the left bottom corner of the patterned area-lastly click at the place you first started at the top left corner.

This will give a fancy edge to the patterned area

Reduce the opacity of this layer to 70%

Add a new raster layer and flood fill with a colour to match the tube and pattern.

Effects-texture effects-blinds-settings-width 2-opacity 37-light from left/top and a colour of your choice that matches

Layers arrange-send to the bottom.

Copy and paste the snowflakes tube as a new layer then layers-arrange to the top and move to the right hand side of the canvas to be on the pattern inside the border

Unhide the snowmen and add a default drop shadow and arrange to the left of the tag

Layers merge visible and resize as you wish

Add a new layer for your text.

Image-picture frame-add a frame of your choice-I used the modern art 02 frame and changed the colour to match the tag.

 I then added a size 2 border in black to finish it off.
