You will need a tube about the same size and shape-mine is 260x440 or thereabouts
Add a new layer and flood fill with a light colour of your choice
that will go with the tube
Selections-select all-selections -modify-select selection
borders-size 25-inside and anti alias checked
Selections -invert and then delete by clicking on the delete key on
your keyboard
Effects-3D-cutout on default setting but have the 'fill interior box
with colour' unchecked
Selections -invert-effects-inner bevel-settings as in screenshot.

Select none
Add a new raster layer and flood fill with your original colour
With paintbrush on round 05 setting paint some squiggly lines as in
the screenshot.

Layers arrange-send to the bottom
Click on tube layer-layer arrange-bring to the top
Arrange as you wish-layers merge visible
Image-canvas size-you need to have the height the same height as it
is on your tag and the width double the size it is already. If you
have used my tube the canvas needs to be 510x 436.
On the placement chart at the bottom click on the arrow on the
middle row to the right.
Add a new raster layer and flood fill with your original
colour-repeat the painting squiggles and the reflection effect then
the texture-straw wall as before.
Layers arrange-send to the bottom
Add a simple border or frame then resize as you wish.
Adjust-sharpness -sharpen
With selection tool on rectangle-draw a rectangle on the left of
your tag and flood fill with a colour of your choice.
Resize as you want it.
Add a new layer for any text that you want to add to the rectangle.
Add another new layer and another font for a name.
Layers merge visible
